Actually, I think the answer to that, frankly, is yes. Fortunately, I don't think he will take that lightly.

There was no compelling reason to go after Bin Laden in a large scale way in 1998. Those reasons came later after OBL was involved in bombing the Cole.
Even then, Republicans would have opposed action "Bombing another aspirin factory??" "Wag the dog??"
In 1998, our embassies in two countries were bombed, and bin Laden was determined to be responsible. And "wag the dog" was the common response.
