There is a Draft Zoning Ordinance being proposed to the Hoquiam City Leaders.

I honestly think staff have tried to get the word out, but I don't think people really understand the changes being proposed.

Currently we have R-1, R2, R3, Commercial and Industrial Zones.

If you live in an R-1 zone, you know that only a single family dwelling can be built next to your without jumping through some hoops. There are Conditional Use permits granted for duplexes, triplexs, etc. But, single family homes are the norm you can expect and you can go down to city hall and argue or support if someone wants to do something different.

If the proposed zoning changes is approved by the City Council, and they usually do approve recommendations from the Planning Commission unless scores of citizens raise hell, "The R-1 zone accommodates single family residences including duplexes, triplexes and four-plexes at a density of up to 5 dwelling units per acre. Limited multifamily or higher lot density development could occur with the approval of a planned unit development within this zone."

Now, it says "up to 5 units per acre", but it doesn't say 5 units can't be put on a half acre, or a quarter acre, etc. So, I think what the proposed ordinance can mean to Hoquiam citizens is a triplex or quadplex, etc. can be put on any lot on either side of you.

Food for thought, huh? I don't know when this is going to be on the agenda. But, you might want to ask your councilperson.

Under the proposed ordinance I have the 'right'!?! to erect a building in the R1 zone with up to four residential dwellings units meaning I do not have to ask my new neighbors for permission (and without having to jump through too many hoops - LOL). I do not have the 'right' to build five residential units without an advertised public hearing no matter how many contiguous lots I own or might purchase.

My 'right' (LMAO) to build stops at four units.

The proposed rules in-fact do limit density and use quite well. 1 acre = 43,560 SF. Multi Family allows 15 units per acre which amounts to 2,904 SF minimum per unit. A 4-plex requires a minimum of (4) x 2,904 SF = 11,616 SF of land. That is roughly two or three parcels.

To exercise my 'right' (ROFLMAO) to build I WILL be required to:
First and foremost believe there is a reason to try.
Identify and acquire at least two contiguous lots with an improved alley and access to utilities.
Limit the overall height of my new building to no more than 35'.
Set aside 10' in the front, and 5' on each side, and 5' at the rear of my new building.
Cover no more than 50 % of my property with my new building.
Elevate the base floor level of my new building about 3' above my neighbors property.
Provide eight improved parking spaces on-site.
Produce plans sufficiently clear to describe that my proposal complies with ALL rules, regulations and laws.
Pay the City for impact fees associated with connecting my four new residences to the existing municipal water and sewer infrastructure.
Submit plans and specifications, and pay for and wait for a review by planning, water, sewer, fire and building depts.
Pay for building, mechanical and plumbing permits.
Make application and pay the State for an electrical permit
Make application to the PUD and pay for power service.
Hire and pay a contractor to construct my new building.
Ask all regulators for permission to finally occupy my new building.
Find four persons to occupy my four residential units who are willing and actually do pay rent and don't destroy my property.
