I heard Mayberry was the first American city to test the implants for all citizens. There were relatively few side effects. Barney had no twitch prior to the implant and could carry a loaded weapon. The twitch wasn't consdered a disqualifying side effect. However, Goober Pyle was a Rhodes Scholar candidate prior to the implantation experiment. Further tests were immediately canceled and all implants removed... except Goober's. He ate his.
